that did not happen in new york city. that is a different culture. that is what bill clinton was warning barack obama about. be careful because these people really care about their culture and their life and what they do. they care about different things than you do. part of it is cultural. when you ask somebody, or one of your leaders, you ask about the nra, we are viewed as an advocacy organization that stands up for gun owners and the second amendment. that is about 12%. the rest goes to competition, a gun safety, technical information, and a lot of our research goes into boy scouts, girl scout, bringing people into the shooting sport and teaching them to handle guns safely. there are fewer gun accidents today than there were at the beginning of the 20th century but there are a lot more guns. the only people out there teaching gun safety and training people is the national rifle association. i have got to go. in the city. so rahm emanuel has already prioritized this, but what i've also done is say, let's give every child across america access to high quality public preschool. every child the not just some. every dollar we put into early childhood education can save $7 down the road. by boosting graduation rates, reducing teen pregnancy, reducing violent crime, reducing the welfare rolls. making sure the folks who have work, now they're paying taxes, all this stuff pays back huge dividends. if we make the investment. so let's make this happen. let's make sure every child has the chance they deserve. as kids go through school, we'll recruit new math and science teachers to make sure they have the skills that the future demands. we'll hope more people in low income neighborhoods get summer jobs. we'll redesign high schools and encourage our kids to stay in high school, so the diploma they get leads directly to a good job once they graduate. right here in chicago, five new high schools have partnered with

in new york, it is more about the city of new york than the state of new york. the smoking bans did not hurt businesses. when everybody knew the rules, all the restaurants shifted over. this allows a more sophisticated way of dealing with the socialized costs so will we can share them more easily. if you create rules that everyone can follow, they will all do the right thing. otherwise, people will cherry pick and profit accordingly. i personally think each state will have to find their own way of going on this path. it is worth putting this in a document. ask mike bloomberg if this is good or bad. if we're talking about the impact of sodas, that was worth the risk politically to get that conversation going. there are many other states. fantastic improvement in some of the major urban areas like philadelphia. when you look at this places, they are simple things done well. real food, social infrastructure, michigan has its 4x4 tool. it ought to be about second opinions. it is not about the doctors not being good. only 10% of americans get second opinions for medi

from what i have read of the economic activity in cities like kabul, there's a great deal of land speculation. we feel very strongly that the value capture idea or land on taxation will go a long way to channeling resources that are made available away from the land grabbing interests in the country to the actual people who need the resources, to pay for public goods and services. i would be interested to know is land reform in your report and how is evaluated at? member two, the whole issue of value capture, is on the table in discussions with afghanistan's political leaders? guest: i know land reform and land prices are serious issue over there. the last time i was in afghanistan was last week. afghan nationals and some of our people told us how the prices have gone up dramatically. i don't know how the afghan government is going about capturing the increase in prices, the value. we are looking currently at the capability of the afghan government to collect taxes and how, because that is part of the governance issue, they cannot collect taxes. they cannot sustain all the things we are build
